SPECIAL COMMITTEES

HOUSE ENERGY POLICY COMMITTEE (CO-CHAIR)

Created at the request of Speaker Larry Householder in the spring of 2002, this committee seeks to study Ohio’s current energy policies as well as the state’s energy usage, resources and future needs. Membership consists of the House Public Utilities Committee and House Energy & Environment Committee members. Chairman Olman and fellow Co-Chairwoman Nancy Hollister (R-Marietta) will compile all research received during this process and make recommendations for future energy policy.

LEGISLATIVE COMMITTEE ON DECENTRALIZATION OF STATE GOVERNMENT (CO-CHAIR)

Formed as a result of H.B. 60. Met over the course of several months to study the viability of moving some state office out of Franklin County. The committee presented the final report May 13, 1998.

JOINT LEGISLATIVE COMMITTEE TO STUDY OHIO’S PUBLIC RETIREMENT PLANS

Formed to look at the viability of retirement funds for Ohio’s public employees. The committee’s work resulted in the drafting of H.B. 648 (Van Vyven), which became effective Sept. 16, 1998. Representative Olman was reappointed to the committee May 25, 1999 as it continues to further evaluate Ohio’s public retirement plans.

JOINT LEGISLATIVE COMMITTEE TO STUDY ELECTRIC UTILITY DEREGULATION

Studying the pros and cons of deregulating Ohio’s electric utilities. The committee issued its report, along with committee member comments, in January 1998. Based on this report H.B. 732, Electric Deregulation, was introduced March 26, 1998 with Representative Olman as a cosponsor. The Governor signed this bill on July 6, 1999.

RETIREMENT SUBCOMMITTEE

Focuses on Retirement issues referred by the Health, Retirement & Aging Committee.

LONG TERM CARE WORKGROUP

This work group, established by Speaker Jo Ann Davidson, looked at ways to encourage the purchase of Long Term Care Insurance. In this way, the State’s Medicaid costs could be reduced while an individual’s assets are also protected. A tax credit was added to House Bill 4 and signed by the Governor on July 13, 1999.

LOTTERY PROFIT REVIEW COMMITTEE

This committee, which was created out of HB 282, is charged with performing a comprehensive review of sales and profits including, but not limited to, the long-term fiscal commitment to education from the Ohio Lottery Commission.

LEGISLATIVE COMMISSION ON LAKE ERIE

This committee is responsible for making plans to combat pollution of all types on Lake Erie, with the aim of providing pure, clean, unpolluted water to the residents, and restoring the ecological balance of the lake basin.

OHIO PORT AUTHORITES COUNCIL

This council is responsible for organizing a network of the Ohio Port Authorities to maximize the benefits of Port Authorities for the economic development of Ohio. The council is also charged with providing guidance to the Governor, the General Assembly, state agencies, the federal government and other involved in the movement of goods through Port Authorities and recommending specific governmental activities as appropriate.

OHIO POWER SITING BOARD

This Board is responsible by law for approving the location of major utility facilities within the state of Ohio. The Board issues certificates of environmental compatibility and public need before construction of any major utility facility in Ohio.
